This pull request introduces the initial auto-generated GAPIC client library for the Google Cloud Observability API in Java. It adds the parent Maven configuration, the google-cloud-observability core library, stubs for both gRPC and HTTP/JSON transports, a Bill of Materials (BOM) module, repository metadata, native-image reflection configurations, and comprehensive unit tests. I have no feedback to provide on these changes.
