Support in-process fuzzing execution in C++ FuzzTest.

For now this is enabled only when:

1. Running in the unit test mode (for short-time black-box fuzzing, where the out-of-process overhead is expensive), and
2. Not running reproducer test, and
3. Crash resistance is not explicitly requested, and
4. External engine command is not explicitly set
