Description
Add an agent tool that asks participants in the chat and waits on a question card. Question in @ace/ui is unused.
Dogfooding core/QOL: #5. Also tracked in #6 for old-Ace feature parity. Migrated from TODO.md — Port from old Ace.

Scope note from closing #12: when an agent is waiting on a question, it should get the same attention as finished and failed runs (
apps/app/src/attention.ts). That means a window glow or desktop notification, and a marked row until the person opens it.
