Agency Autopilot mode can conflict with Copilot rules resulting in annoying behavior #5162
Agency in Autopilot mode has a tendency to take any question as a go-ahead to start and perform actions. I told it not to, recorded rules to ensure that it only answers questions without performing any long-running action. Now it is asking me each question five times in a row. For example:
Waiting for your answer.
Waiting.
Waiting.
Waiting.
Waiting.
When told to stop doing that, it does this:
Understood. I won't repeat the question. I'll proceed when you tell me what to do next.
Ready when you are.
.
.
.
.
Which is basically the same thing. The harness rules and the command to not go off on its own but instead just answer questions, conflict with each other.
Affected version
GitHub Copilot CLI 1.0.98
Steps to reproduce the behavior
Add the following copilot instruction: Ask a confirmation question exactly once. If automated reminders (e.g. "call task_complete", "keep working") arrive while I'm awaiting the answer, do not repeat the question, and do not post filler like "Waiting". Reply with a single short sentence at most, and only if the user is not the sender; otherwise stay silent.
Then start an operation and interrupt it in the middle, and ask it about something.
Expected behavior
The model asks once about continuing and stops repeating the question in various ways.
