Local operations create dozens of permission requests, repeatedly, drowning the user in noise #5146

Description

@AntonPo456

Describe the bug

Trying to perform some local operations in Interactive mode can generate dozens of permissions requests. That is extremely counter-productive, since it just interrupts the user and provides no benefit. It's impossible to do other work while this is processing in the background.

Affected version

GitHub Copilot CLI 1.0.98.

Steps to reproduce the behavior

  1. Start a local investigation on the system behavior - e.g. Windows CBS logs, in Interactive mode.

Expected behavior

Expected: The requests are generic (e.g. "Run scripts against files in this folder") and are grouped at the beginning of the operation.

Actual: The operation can generate dozens of requests for various scripts processing local files and logs. The requests contain multi-line scripts that are difficult to parse through. The requests keep coming.
