Follow-up to #24737.
prepare-release/*PRs targetmaster, which never uploads a size-limit baseline, and their diff contains every change since the last release. The per-PR limit would fail on them every time.For those branches the Size Check now still measures and posts the size report, but it doesn't fail the job. It also doesn't post the "add the label" comment. Other PRs behave the same as before.
