Removes the scheduled Rust Toolchain Update Bot workflow, which opens a PR every week to bump the pinned toolchain in rust-toolchain.toml.

sentry-cli is no longer under active development, so keeping up with each new Rust release isn't worth the churn. Recent bot PRs (#3415, #3417, #3423) were all closed without merging. The toolchain stays pinned at its current version and can still be bumped by hand when needed.

Dependabot's GitHub Actions updates in .github/dependabot.yml are unchanged.

sentry-cli is no longer actively developed, so keeping the pinned Rust
toolchain current is not worth the weekly PR noise.
