Stacked on #3444. Undoes #3425, which removed the `macOS – x86_64` lint and test jobs because the Homebrew x86_64 OpenSSL download stopped working. #3444 builds OpenSSL from source for `x86_64-apple-darwin`, so these jobs no longer need the Homebrew download or cache steps. Homebrew no longer publishes the Intel
openssl@3.5bottle used by the x86_64 macOS cross-compile. This enables curl'sstatic-sslfeature forx86_64-apple-darwinto build OpenSSL from source, without bundling libcurl or adding a directopenssl-sysdependency.The test release build passed. The x86_64 artifact still loads system
