Summary

Closes the dependency-scanning gap from ENG-3869. GitHub's dependency graph sees Pub packages from pubspec.lock but not the Maven artifacts and build plugins Gradle resolves for apps/playground/android, so Dependabot alerts never covered them.

  • dependency-submission.yml (push to main, weekly, manual): a read-only collect job resolves the Gradle build, validates the snapshot and uploads evidence. A separate contents: write job runs no repo code, re-checks the snapshot is bound to this SHA/ref, and submits it. Dispatch from a non-default branch is a dry run.
  • tool/dependency_inventory.dart: fail-closed validation (stale SHA, empty/partial snapshot, plugin Android deps missing from the graph, mismatch with Gradle's own :app runtime classpath), then OSV lookup over Gradle + Pub components. Incomplete results are never reported as clean (exit 2, "cleanResult": false).
  • release-dependency-assessment.yml (manual, takes a ref/SHA): assesses the exact release candidate independent of default-branch alert counts; fails on incomplete inventory or unexcepted High/Critical/unrated findings.
  • .github/dependency-exceptions.json: empty, human-only exception register (approver + expiry ≤180 days required). Nothing is dismissed or accepted automatically.
  • Dependabot gradle entry, a Dependency Review check (Pub changes on PRs), make test-tools (wired into the Tests workflow), and docs/DEPENDENCY_SECURITY.md (inventory, release relevance, triage process, limitations).

All new actions are pinned to commit SHAs (≥2 weeks old), with minimal permissions.

Coverage evidence (main @ 7345fa5, resolved locally with Flutter 3.47.7)

Pub packages 86 hosted, 0 advisories
Gradle components in snapshot 731 (115 on app debug/release runtime classpath, 616 build tooling)
Snapshot vs Gradle :app runtime classpath no gaps
Advisories 58 total; 24 blocking (3 Critical, 21 High), all build tooling (AGP-internal netty/bouncycastle/protobuf/jdom2/jose4j), none on the app runtime classpath
App-runtime findings 3, non-blocking (guava 28.1-android ×2, junit 4.12; debug classpath)

The published formbricks package is Dart-only (no android//ios/); the playground is publish_to: none and its builds don't gate the release.

Expect alerts: once the first snapshot is submitted, Dependabot will likely open alerts for those 24 build-tooling High/Critical advisories. They need a human fix or an explicit exception (see the doc); this PR does not triage or dismiss them.

Validation

  • Local: dart format, flutter analyze --fatal-infos --fatal-warnings, SDK tests (372), playground tests (6), tool tests (43), pub publish --dry-run, prettier check all pass; debug APK builds.
  • Negative cases exit 2: wrong SHA, truncated snapshot, missing snapshot.
  • actionlint clean on new workflows.
  • Not yet verified: the new workflows on GitHub Actions, the iOS build (Linux sandbox), and whether Dependabot can evaluate the Gradle project without local.properties.

Residual gaps (documented)

  • No Gradle snapshots for PRs. Safe support needs a privileged workflow_run job that verifies the artifact's SHA/ref against the PR head; otherwise a forged snapshot could overwrite the default-branch graph. Not shipped untested.
  • iOS has no third-party native deps (all four plugins use SwiftPM); the CI CocoaPods cache step is vestigial (left untouched).
  • Not scanned: Flutter SDK, pana, prettier's npm tree, Gradle distribution, JDK/Android SDK/Xcode, runner images.
  • OSV is the assessment's advisory source and may differ from Dependabot's view.

…idate assessment

GitHub's dependency graph sees Pub packages from pubspec.lock but not the
Maven artifacts and build plugins Gradle resolves for the playground, so
Dependabot alerts never covered them.

- Dependency Submission workflow: resolve apps/playground/android with the
GitHub Dependency Graph Gradle Plugin using a read-only token, validate the
snapshot, then submit it from a separate write-scoped job that runs no
repository code. Runs on main pushes, weekly, and manually.
- tool/dependency_inventory.dart: fail-closed validation (stale SHA, empty or
partial snapshot, plugin Android dependencies missing, mismatch with Gradle's
own runtime classpath), OSV lookup over the Gradle + Pub inventory, evidence
tied to the commit SHA. Incomplete results are never reported as clean.
- Release Dependency Assessment workflow: assess the exact release-candidate
ref/SHA independently of default-branch alert counts.
- Human-only exception register (.github/dependency-exceptions.json) with
required approver and expiry; nothing is dismissed or accepted automatically.
- Dependabot gradle ecosystem and a Dependency Review check for Pub changes.
- docs/DEPENDENCY_SECURITY.md: inventory, release relevance, triage process,
  limitations and follow-ups.

Review in Change Stack →

Walkthrough

The change adds a Dart tool that combines Pub and Gradle dependency data, checks inventory coverage, queries OSV, and writes assessment evidence. A composite action collects and assesses Gradle snapshots. GitHub Actions workflows run dependency review, snapshot submission, and release assessment. The change also adds Dependabot configuration, tool tests, and dependency security documentation.

Priority: ➖ Normal

Merge Risk: 🔵 Low · up to d2dd3

The dependency assessment tool could hang for up to 45 minutes if OSV stalls after sending headers, instead of retrying and reporting an incomplete result. This affects CI only, and the fix is small. The change is otherwise mergeable.

A stalled body read had no timeout, so the assessment could hang instead of
retrying and ending INCOMPLETE.
