tool/words: the allow-list matches the CLI's copy again - #34

The file says both repositories keep a byte-identical copy, but they had drifted: this copy kept the CLI lines from before launch week (the closed-mode gate slug, a closed-beta fixture message) and lacked the CLI's widgetPreviews line. It now takes the CLI lines from flutter-watchos main and keeps the plugins section; the CLI's copy gets the same file (spec 0022 D3).

The allow-list says both repositories keep a byte-identical copy, but the two had drifted. This copy still had the CLI lines from before launch week (the closed-mode gate slug and a closed-beta fixture message) and lacked the CLI's
widgetPreviewsline. It now takes the CLI lines from flutter-watchosmainand keeps the plugins section unchanged. The CLI gets the identical file on its next release branch (spec 0022 D3). The word check and its 29 tests pass.
