oxc 0.19.0 adds OXC.isolated_declarations/3 and changes nothing QuickBEAM calls.
Adds x86_64-linux-musl and aarch64-linux-musl to the precompiled targets, loads and runs each musl artifact in an Alpine container before release, and uploads artifacts to the release only after every target's smoke test passed. Taken from mindreframer's fork, without its fork-specific release URL. Closes #24
