Reject unsafe deep pointer qualification conversions - #455
GNU C++ mode currently accepts deep pointer qualification conversions with a warning. Exclude GNU mode from that extension so unsafe conversions are rejected.
Related discussion: #297
Previously accepted by Mike Herrick as issue EDGcpfe/28967.
Adds invalid two- and three-level conversions and valid conversions with the required intermediate const qualifiers. GCC 13 rejects the negative cases and accepts the positive cases.
EDG build, regression testing, and test recordings are pending because the Docker development environment is unavailable. This PR is a draft until those checks are completed.
Summary by CodeRabbit
Bug Fixes
GNU C++ mode now rejects deep pointer qualification conversions that add const at a deeper pointer level without adding it at the required intermediate levels. This aligns conversion behavior with the expected rules and helps prevent invalid pointer assignments from being accepted. Regression coverage has been added for both rejected and accepted qualification cases.

Walkthrough
The pointer-conversion fallback using same_type_with_added_qualifiers is disabled in GNU C++ mode. Regression tests cover deep pointer qualification assignments, and a changelog entry records the change.

GNU C++ mode skips the fallback conversion using same_type_with_added_qualifiers; other modes can still use it under the existing conditions. Regression tests cover assignments that add deep const qualifications and accepted qualification assignments. The changelog describes the change.

Preserve const-safe array conversions in Clang mode.
--clang also sets gpp_mode (src/cmd_line.c, Lines 6108–6109). This condition therefore disables the fallback in Clang C++ mode too. (raw.githubusercontent.com)
For example, double *const (*p)[3] can initialize const double *const (*q)[3]. The preceding qualification check does not traverse arrays in Clang mode, so this change rejects that conversion instead of accepting it with a warning. (open-std.org)
Preserve the Clang fallback or handle const-safe array conversions before rejecting the unsafe cases.
