Summary

This PR integrates the central S-CORE toolchain configuration into this repository following the S-CORE baselibs architecture, resolving #353.

Changes

• Copy and adopt score.bazelrc/score_toolchain.bazelrc defining standard S-CORE platform configurations (score-linux-x86_64, score-linux-aarch64, score-qnx-x86_64, score-qnx-aarch64).
• Import score.bazelrc/score_toolchain.bazelrc into .bazelrc.
• Provide backward-compatible aliases for previous configuration names (x86_64-linux, aarch64-linux, x86_64-qnx, arm64-qnx).
• Retain repository-specific settings (libclang toolchain, python precompile flags, QNX runner settings).

Verification

• Built and verified host unit tests with --config=score-linux-x86_64 and legacy --config=x86_64-linux.
• Verified QNX cross-compilation toolchain resolution with --config=score-qnx-x86_64.
• Formatted and checked with buildifier and copyright check.
