What changed in this PR
Adds a source-anchored inventory of current tool delivery to support consolidation in #190 before the proposed uv delivery path in #189. This is documentation only; installation and execution behavior remain unchanged.
Changes:
- Documents tool versions, authoritative sources, installation locations, and container/Bazel availability.
- Records duplicate declarations, pinning gaps, runner guarantees, and dependencies on tests and update automation.

Establish a concrete baseline for consolidating tool delivery in #190 before introducing the uv delivery path proposed in #189. Maintainers need to see which declarations actually control installation and where tool versions, registrations, and execution guarantees can diverge.
Add
docs/tooling-status-quo.mdwith the current tool inventory, version sources, installation locations and users, container/Bazel availability, and dependencies on tests, documentation, and update automation. Document observed duplication and pinning gaps against an explicit source commit. This is a documentation snapshot and does not change tool delivery behavior.Contributes to #190; that issue remains open for the consolidation work. Related to #115 and #155.
