docs: changelog entries and README matrix row for shortenFullyQualifi…

…edTypes

Adds the three changelog entries (lib, plugin-gradle, plugin-maven) and a
row in the root README's freshmark-generated feature matrix, updating both
the freshmark source block and the generated table.
