A fresh managed agent-browser launch with --state applied the saved state on both the preparatory blank page and the destination navigation. The second application started a new browser and discarded Dormouse's prepared viewport.

Apply the explicit state option once, on the blank page, and preserve all other destination arguments. Existing browser reuse still passes the user's state request through unchanged. Stacked on #1304.

Validation: 37 browser CLI tests pass, including two regressions that failed before the fix; TypeScript, spec lint, Markdown lint, and diff checks pass. In the live Windows innerdogfood harness, the destination's first script changed from 1254×620 to the requested 1440×900 at DPR 1, and a saved local-storage value remained intact.
