PowerShell and cmd inherit a POSIX PWD without maintaining it as their current directory changes. With Dormouse launched from a repository, running dor split from the home directory consequently opened the new shell back in the repository; relative file and Tool operations used that stale base too.
Set PWD to the Windows launcher's current directory before either Node launch path. Git Bash and WSL continue through the unchanged POSIX launcher.
Validation: two new real cmd-launcher regressions fail before the change and pass after it; all four launcher tests pass, including paths with spaces and exit-status propagation. Live standalone harness reproduced the wrong split directory and verified that the fixed launcher opens the new shell in the caller's home directory. Spec and Markdown lints pass.
