Why

Release run 40059228404 (v1.25.0-beta.2, attempt 1) failed: `Build CLI Binary on windows-latest` hit the 20m `timeout-minutes` and was cancelled. Per-step timings:

• setup-go: 21s (cache restore hit)
• goreleaser build: 14m04s (ubuntu 7m49s, macOS ~9m)
• upload-artifact: 11s
• Post setup-go (Go cache save): cancelled at 20m0s after ~5m26s

Artifacts were uploaded, but the job failed, which blocks every downstream release job (desktop, flatpak, homebrew, prerelease). beta.1 (run 39897663023) passed the same job in ~18m, so the margin is about 2m.

Change

Windows only: `timeout-minutes` 20 -> 40. Linux and macOS stay at 20. Same matrix-expression pattern as pr-ci.yml's GitHub Credential Host Tests job.

Not changed

• The Go cache save step (kept; removing it would lengthen the goreleaser step on cold runs).
• Other jobs.

Verification

• actionlint passes on release.yml.
• Not yet exercised by a release run; the next tagged release is the first real test.
