feat: suggest developers whose repositories you starred on GitHub - #1435
Who to follow only knows about your /dev/null network and who's popular. If you've starred someone's repos on GitHub, that's a pretty strong hint you'd like to hear what they have to say, and right now we ignore it.
This reads who owns the repos you starred, once at sign-in, and mixes those developers into Who to follow with "You starred their repo" / "You starred 3 of their repos" as the reason. It only suggests. Nobody gets followed automatically, since a star is a much weaker signal than a GitHub follow.
Changes
Split into one commit per step so it's easier to review:
Read starred repos from GitHub – GitHubProvider::starredOwnerIds() pages through users/{login}/starred and returns the owner of each repo, people only (orgs can't be suggested). The page loop moves into a pages() helper that accounts() now uses too.
Store them – new starred_github_owners table (user, owner's GitHub ID, how many of their repos), filled by CreateUserGitHubStars from its own ImportGitHubStarsJob at sign-in. It's queued just before the follow import, because onboarding reloads its suggestions once the follows land, and this way the starred people are usually already in. It has its own github_stars_imported_at, so it can fail and retry without touching the follow import. It reads at most 3 pages (the 300 most recent stars) to go easy on the shared rate limit. Owners who aren't here yet are kept, so they show up once they join and post. Rows go out with the export and cascade away with the account.
Suggest them – SuggestedUsersQuery gets a second pool next to the followed-by-your-follows one, sorted by how many repos you starred. The two pools take turns, starting with a starred person. Even on days when the randomizer gives a page only one network slot, it holds someone you starred, and a big network can't push them back. They're also excluded from the popular picks so nobody's counted twice. The existing network query is untouched: the new pool is a join on the (user_id, github_id) key.
Say why – starred_repositories_count is on every suggestion (web and /api/v1), and reasonFor puts it before the network/follower reasons. A small muted star sits in front of that reason, so it reads apart from the network ones at a glance.
Docs – knowledge base, export list, and a line in the privacy policy, since we now keep something new from GitHub. I moved PRIVACY_EFFECTIVE_DATE forward the same way feat: let organization members claim their page #1273 did.
Backfill – php artisan stars:import for people who are already signed in. Sessions are remembered, so most current members wouldn't hit the sign-in import for a long time. It works like follows:import, including stopping before it eats into the requests the rest of the app needs.
Tradeoffs worth a look:
Forks aren't included. The issue mentions them, but the REST list of a user's repos doesn't include a fork's parent, so it'd cost one extra request per fork. Happy to add it later if you want it.
One-time snapshot, like the follow import. Stars added later don't come in. I went with "once" to stay consistent and keep the rate-limit cost predictable.
Someone has to run stars:import once after deploy for current members, the same as follows:import. It isn't scheduled.
Validation
Ran the same steps as tests.yml on an Ubuntu box, in Docker (PHP 8.5.12 with pcov, pgvector/pgvector:pg18, Node 26, Bun 1.4.3), rebased on production at a73dea5:
composer test:lint: passes
composer test:types: no errors
composer test:type-coverage: 100%
Pest in 4 shards with --parallel --processes=4: 5,573 passed
tests/Unit/Queries/SuggestedUsersQueryTest.php (ranking, staying on the first page with a big network and popular picks across a week of daily shuffles, counts on network/popular rows, followed/muted/dismissed excluded)
tests/Unit/FollowState.test.tsx for the reason text
Visual evidence
Who to follow, signed in locally as local-dev on the seeded data. Both sides run against the same database: before is production at d99cd27, after is this branch. local-dev starred 1 repo of homenick-marty and 4 of rustacean-ana, a seeded member outside their network.
The visible change is the reason line: "You starred their repo" / "You starred 4 of their repos" with a star in front. The order differs because starred people now take turns with the network suggestions.

Limitations
With several queue workers, the stars job can still finish after the follow import, and then a new member's onboarding won't show starred people. They'll still see them in the sidebar afterwards. Making onboarding wait on both imports felt like more change than this needed.
Summary by CodeRabbit
New Features
“Who to follow” suggestions can include developers whose GitHub repositories you’ve starred. These suggestions are interleaved with developers followed by people you follow, with developers linked to more starred repositories prioritized. Starred suggestions do not automatically follow anyone.
On sign-in, the app imports owners of up to 300 recently starred repositories, excluding organizations. Developers who join later may become eligible after posting a commit; stars added later aren’t imported.
Suggestions show when a developer is recommended because of starred repositories and include the repository count.
Account exports include GitHub IDs and repository counts for imported starred developers.
Documentation
Updated the privacy notice and export guidance to describe the GitHub stars data used and included.
The application imports owners of a user’s starred GitHub repositories and stores owner counts. Suggested-user results use those counts for ranking and display. User exports include the imported data, and the privacy description documents its use.

Merge Risk: Low · up to 8bc0e
The import can stop unexpectedly on a GitHub probe failure and may use extra API requests during concurrent sign-ins; both are recoverable and localized.
Security architecture risk: Low · up to 8bc0e
The new data collection is limited and user-scoped. The reviewed paths preserve authenticated access, suggestion exclusions, transactional completion, and account-deletion cleanup. Remaining uncertainty concerns concurrent imports, external export compatibility, and production rollout behavior.
Retained concerns
No architecture-level concerns identified.
Security review details
Security Blast Radius
inferred — The new persisted interest data is isolated by importing user_id. Authenticated consumers receive that user's derived suggestion counts or export rows. GitHub request capacity remains a shared application resource, so overlapping imports can affect capacity beyond the initiating account without granting access to other accounts' data.
Trust Boundaries and Controls
observed — API and onboarding callers inject the current authenticated user, and Inertia derives the viewer from the request. Starred-owner predicates use that viewer's user_id. The new pool retains exclusions for self, followed, muted, and dismissed users, plus the visible-committer restriction.
observed — The suggestions API exposes the derived count rather than raw starred-owner rows. Raw owner IDs and counts are included in the requesting user's export, whose controller binds the current user and returns private, no-store response headers.
Resilience and Maintainability Implications
inferred — A failed page request prevents persistence and completion marking; a database failure within the transaction rolls back both. Queue attempts are limited to three with backoff. A missing GitHub account instead completes with no owner rows. Foreign-key enforcement and cascading deletion contain races with account deletion rather than transferring ownership.
Hardening Proposals
proposed — If coherent one-time snapshots or stronger shared-quota protection are required, serialize imports per user across both queued and command execution, and recheck completion after acquiring ownership.

Explanation
The title "feat: suggest developers whose repositories you starred on GitHub" matches the main change. The PR adds GitHub-star-based suggestions to the "Who to follow" list, using a one-time import of starred repository owners at sign-in and the stars:import command. The title names the primary feature directly and stays within one line. It does not cover details such as the star reason text, the export schema change, or the stars:import command, which is acceptable for a title.
Full details: Linked Issues check
Explanation
Issue #1335 asks for automatic following or, at minimum, suggestions based on projects a user starred or forked. The PR implements the suggestion path only. It does not follow anyone automatically. The import path is CreateUserGitHubStars and ImportGitHubStarsJob, using GitHubProvider::starredOwnerIds(). Owners are stored in starred_github_owners. SuggestedUsersQuery::get() builds a starred pool. It ranks that pool by starred repository count and excludes starred owners from the popular pool. alternate() interleaves starred and network candidates. At head, alternate() removes network rows that also appear in the starred pool, so a developer in both pools keeps the starred position and its starred_repositories_count. The network row's followed_by_following_count is recomputed for starred rows, so the count is kept. The API and UI expose the count through starred_repositories_count and reasonFor. Tests cover ranking, the 29-candidate case across seven days, and the reason text. Fork support is not implemented. The issue names forks as a signal, so this is a partial scope limit. The author disclosed it. The issue states no acceptance criteria, and the minimum stated request, suggestion from stars, is met. Incremental diff from the previous reviewed head could not be read. The head query file was read directly and confirms the dedup behavior.

Explanation
The whole-PR summary maps each changed area to issue #1335. These areas are: the GitHub provider and its pages() helper, the import action, command and job, the starred_github_owners and github_stars_imported_at migrations, the sign-in dispatch, the suggestion query and API resource, the who-to-follow UI and its tests, export and deletion coverage, and the knowledge base. The privacy text and PRIVACY_EFFECTIVE_DATE update cover the new GitHub data read by the import. The stars:import command is a backfill for the same data, and it follows the existing follows:import pattern. No unrelated change is shown in the summary or in the head query file. The incremental diff from the previous reviewed head could not be read, so this verdict relies on the whole-PR summary and the head file read.

Organizations are left out since only people can be suggested. The page loop moves into its own helper so the starred list can reuse it without pretending repositories are accounts.
Imported once at sign-in, on its own job so it can fail without holding back the follow import. Only the last 300 stars are read to keep the rate limit in check. Owners who aren't on /dev/null yet are kept for when they join. The rows go out with the export and go away with the account.
They get their own pool next to the people your follows follow, taken in turns so a big network doesn't bury them, and they're kept out of the popular picks so nobody shows up twice. Every suggestion now carries how many of their repositories you starred, which the next commit uses to say why.
"You starred their repo" or "You starred 3 of their repos" comes before the network and follower reasons, since it's the most personal one. The count is in the API response too.
Covers it in the knowledge base and adds the starred owners to what the privacy policy and the export say we keep. The privacy effective date moves forward with it, as it did for org claims.
Sign-ins are remembered, so most current members would never hit the import otherwise. Works like follows:import: it stops before eating into the requests the rest of the app needs, and says when to run it again.

Make the stars import unique per user.

Make the stars import unique per user.
Two sign-in requests can both pass the null-marker check before either ImportGitHubStarsJob updates the marker. Because the job is not unique, both jobs can call GitHub for the same import and consume duplicate API-request budget. The database key prevents duplicate owner rows, but it does not prevent duplicate GitHub work.

Could you keep developers who appear in both pools in the starred ranking?
In app/Queries/SuggestedUsersQuery.php:236, they're removed from $starred and left at their network position. I reproduced this with 29 higher-ranked network candidates: someone whose repos I starred appeared on the first page across seven days, then disappeared on all seven after one person I follow started following them.
That contradicts the guarantee that a large network won't bury starred developers. Please deduplicate in favor of the starred ranking and add coverage for someone who belongs to both pools.

@xHeaven Fixed in 31f22a1: dedupe now goes the other way, so someone in both pools keeps their place among the starred and drops out of the network list. They keep the network's row, so followed_by_following_count is still there for them.
Added a test for it: 29 network candidates ranked above a starred developer whom one person you follow also follows, and it checks they're on the first page exactly once on each of seven days, with both counts. It fails on the old code and passes now.
The starred query now counts it itself with the same subquery the network uses, instead of borrowing the network's row, so it's right however far down the network has them. The test now has 30 ranked above.

Keep the rate-limit probe inside the existing exception boundary.

Keep the rate-limit probe inside the existing exception boundary.
HttpGitHubProvider::rateLimit() uses throw(), so a failed GitHub response or connection can raise an exception before the existing catches. Move the probe and rate-limit check into the current try block so the existing 403/429 handling and per-user failure reporting also cover preflight failures.
