Changes

Changes the databricks-lakeflow-integrations dependency in the lakeflow-integrations template from ==0.0.3 to >=0.0.3,<0.1.

Why

With an exact pin, the template needs a CLI update every time a new SDK version ships on PyPI. The range still picks up new patch releases, and <0.1 keeps out potentially breaking minor releases.

Tests

Acceptance test bundle/templates/lakeflow-integrations passes.

Follow-up to #6992.
