With patch generation disabled, clang-format still wrote a cached
patched file and set `patched_path`, contradicting the expected
behavior. Gate cache creation on `gen_patch` while continuing to collect
format advice.
- **Behavior:** `gen_patch = false` leaves `patched_path` unset; format
advice remains available.
- **Implementation:** Cache clang-format output only when patch
generation is enabled.
```rust
if clang_params.gen_patch {
// write formatted output to cache and set patched_path
}
```

only show "fix avail in patch" in comment when a patch was generated. add a test to cover a closing brace for a hard-to-reach path

The latest benchmark CI results (on this branch) show v2 wall time about the same as v1 (neglible difference). Note, benchmark does not apply any fixes, only shows clang-tool results (as if triggered by push event), and disables I'm not sure how much more performance we can squeeze out of this v2 implementation. |

resolves #500
This new
--gen-patcharg can be set using cpp-linter v1's--fixarg.All this does is skip generating a patch file with applied fixes.
This is more performant when not posting PR reviews and no generated patch file is desired.
clang-tidy and clang-format still make changes in cache to create feedback. But the cached changes are not used to create a single patch file.
