Adds an optional --changelog argument to cloudsmith push skills, extending the existing package-push command for AI Skills releases.
Changes:
- Registers
--changelogexclusively for the Skills package format. - Adds tests for forwarding the changelog to validation and package creation, displaying it in Skills help, and excluding it from Raw help.
