Test the image builds when we open pull requests. Prevent us from merging PRs that can break documentation image builds while still working on the continuous delivery workflow, that builds locally. Signed-off-by: Francesco Canovai <francesco.canovai@enterprisedb.com>

Build the docs image on pull requests, so a change that breaks the image fails before merge. Registry login and push stay limited to
main.
