We can probably drop agent-runtime as we did on #44, since the note itself says "SpiceDB is an authorization service, not an agent runtime". As always, LGTM

What is this note about?
A research note on SpiceDB as a Zanzibar-inspired fine-grained authorization substrate for agents and Cloud Foundry resources. It covers schema and relationship modeling, consistency and caveats, agent/tool authorization, and a proposed boundary for mapping verified CF instance identity certificates to stable authorization subjects.
