feat(mosaic): add getSearchParams to the Mosaic router hook - #10503
Adds getSearchParams: () => URLSearchParams to useMosaicRouter(), so Mosaic models can read the current query string through the router seam instead of touching window directly.
Returns a fresh URLSearchParams on each call, matching the return type of Next's and React Router's useSearchParams().
It's a getter rather than a value because useMosaicRouter doesn't re-render on navigation, so a value would be a stale snapshot. It also keeps window reads out of render.
Returns empty params when there's no window (server rendering) or when window has no location (a React Native style global), instead of throwing.
First caller will be #10501, which currently reads window.location.search during render in waitlist.model.ts. That PR switches over after this lands.
The hook isn't exported from the package entry, so this ships with an empty changeset.
