   Implemented in packages/host/cpp/RuntimeNodeApi.cpp: the location and message are logged through the host logger (the location is optional, matching the Node-API contract) and the process aborts, as napi_fatal_error is required to do.

   Hermes' first-party Node-API also implements it (API/napi/hermes_napi_error.cpp, adopted in #372); the host's definition currently shadows it in the generated injector, which keeps the message on the host's logging channel.
