This PR skips automated Claude review for Dependabot-authored pull requests while preserving existing review behavior for human-authored PRs.
Changes:
- Adds a PR-author condition so Dependabot reviews remain skipped even on human-triggered reruns.
- Clarifies Claude secret requirements and documents continued CI coverage for dependency updates.

Validation
git diff --checkpassed.a9b4342passes CI (typecheck, lint, build and dist parity), Unit Tests, Code Linting, Jira E2E and the unchanged human-review path. Dependabot skip semantics were checked with the author/rerun matrix; no bot-triggered run was created.This supersedes the previous approach of enabling paid automated review for Dependabot. No merge or branch-protection changes are included.
