Run pull requests as build-only checks and restrict push-triggered publishing to the latest branch and release tags. Skip Docker Hub login on pull_request events. Co-authored-by: Copilot <223556219+Copilot@users.noreply.github.com>

Summary
Why
The failing Dependabot pipeline is triggered by a push to its update branch, not by pull_request. Dependabot runs do not receive the Docker Hub credentials, so an unconditional login fails with Username and password required. Adding only a PR-event login guard would not fix those branch-push runs. PR events now provide build-only validation instead.
