Resolve the first TODOs of the draft: the release date and the release candidate checks become TODO(REL1) and TODO(RC1) comments, the new features and the changes that alter results list every merged pull request with its number, and the examples, magnitudes and the way to restore the 7.0 results are given.

Resolve the first TODOs of the draft: the release date and the release candidate checks become TODO(REL1) and TODO(RC1) comments, the new features and the changes that alter results list every merged pull request with its number, and the examples, magnitudes and the way to restore the 7.0 results are given.
Add the backward-incompatible changes, the bug fixes, the documentation, compatibility, deprecation and minimum version entries of the merged pull requests, with their numbers, and add omadson to the contributors. Only TODO(REL1) for the release date and TODO(RC1) for the checks that the release candidate has to make remain.
Every other change log file lists the newest release first. Also fix a typo.
- The case-insensitive option names: group belongs to PanelData and drop to
dummy_matrix, not to "the panel utilities".
- The keyword-argument check: the ValueError is raised by every model that
takes **cov_config (FamaMacBeth.fit has explicit arguments, so Python's
TypeError remains there), and 7.0 raised a TypeError only in the IV,
absorbing and system models. A panel predict needs exog or data.
- UnknownOptionError is one error that is both a ValueError and a KeyError.

Also drop the TODO about GitHub private vulnerability reporting, which is
enabled for the repository, so the link in SECURITY.md works.
