Problem and resulting behavior

Conflicting repository policies require human approval, prohibit Vision-owned merges, and limit the forge to manual milestone runs. Delegate continuous project stewardship to Vision: roadmap and architecture decisions, GitHub issue replies, CI repairs, dependency updates, independently verified merges, and releases through the existing pipeline.

The October 1 ownership amendment is authoritative over historical approval and scheduling restrictions. Gilfoyle implements scoped work and Heimdall independently verifies the current PR head. Major/API/schema/workflow decisions route to Vision. Existing product promises and evidence standards remain binding.

Quality gates

• Pull requests, current-base CI test matrix, dependency audit, and CodeQL analysis are required on main; deletion and force-push protections remain active and bypass actors are removed.
• No human GitHub approval or shared-account self-approval is required. Separate agent verification, actual review triage, resolved discussions, and a SHA-matched merge remain required.
• Reuse the existing project watch as one ongoing owner job and exclude this repository from the global Dependabot sweep to prevent competing maintenance loops.
• Update repository guidance, issue/PR templates, CODEOWNERS explanation, and the Forge protocol consistently. Preserve historical pipeline text with an explicit superseding amendment.

Validation

Fresh local Ruff, Pyright, all 522 tests, doctor, issue-template YAML parsing, and whitespace checks passed. No application source or CI workflow changes are introduced by the ownership change. Independent current-head review and hosted checks are required before merge.

Security baseline repair #128 is merged. This branch is synchronized with the resulting main; the final diff is seven governance/template files only. Synchronization preserved the tested tree exactly.

Why this triggered supervisor review

The change updates governance, strategy, and .github templates under the explicit owner mandate. Vision may accept it after separate verification. CodeRabbit status alone is not review evidence.
