test_static_handler_raised_throttled_error_is_deferred fails on slow runners. The handler sets a 50 ms backoff and raises RequestThrottledError, but by the time the crawler calls is_throttled() the backoff can already be over. The error is then treated as an ordinary one and the crawler falls back to the browser.
