The steps to reproduce the bug

1. Register a iso as a direct download
2. Deploy a vm
3. Exception observed

Probably my doing. With #8142 I allowed direct-download ISO for mainly edge-zones and attaching to an existing VM but probably didn't test the deployment bit. Will check
