Add a coverage check that fails when a feature shipped since the last release has no scene in the release video and no written reason to skip it, a local renderer that turns the scene plan into an MP4 with a pinned Hyperframes, and the 11-release-video skill that writes the plan. The promote workflow runs the release video check on next's tip before it pushes the snapshot, so a refusal leaves no branch or pull request behind. A release video that is planned, checked and rendered locally, with no CI job. It is a maintainer tool, not product: nothing here ships in a plugin.
