Dependency updates currently appear under bug fixes, and CI-only commits trigger patch releases. This change introduces deps commits for dependency updates, keeps their patch releases, and groups them under 📦 Dependencies in changelogs and GitHub release notes. Ordinary ci commits no longer trigger a version bump; breaking-change and higher-priority release rules still apply.

Renovate, commitlint, release-it, tests, and contributor documentation are updated together. Renovate will use deps: update dependencies after this configuration reaches main.

Validation:

• Lint, typecheck, build, consumer types, Renovate validation, and actionlint passed locally.
• All 477 unit and tooling tests passed.
• Full PR CI passed: Ubuntu/Windows × Node.js 18/20/22, Renovate validation, and the aggregate CI passed check.
