  Normal, checkbox, and radio items require title in createContextMenus

  Callers using strictNullChecks must handle undefined before using the
  result as a string. A missing action section now returns undefined.

  Upgrade @​types/chrome to ^0.3.5 and preserve its discriminated context

  type checks.
