Agents currently receive instructions to run workspace-wide or entire package verification locally. This change makes the repository policy explicit: local checks cover changed behavior and directly affected contracts; complete verification runs only in CI.

  • Deliver the policy through OpenSpec context, task rules, and apply/archive guidance.
  • Replace the contradictory CLAUDE.md instruction and document the workflow in the OpenSpec runbook.
  • Require scoped task commands, exclude Harness declarations that expand to unscoped root checks, and keep full-suite verification in the existing CI gates.
  • Add the quality-gates requirement and record local evidence in the tracked change. Runtime behavior and CI workflows are unchanged.

Validation: all 4 tests in scripts/check-openspec-config.test.mjs passed; real proposal/design/tasks instructions contain the policy; strict OpenSpec validation passed; English checks covered only the 8 changed files; git diff --cached --check passed. No complete suite was run locally. Full verification is pending CI.
