Sync Verified members to separate approved and whitelist files - #50
Verified-role synchronization supplies both approved-player and job/customization lists through separate explicit targets. It defaults to enabled intent, preserves explicit false as an inert opt-out, and stays unavailable when required bindings, role IDs, complete member cache or authenticated source authority are missing. Verification remains read-only; admin/faction policies and live bot/game activation are separate.
The existing HTTP mapping feed supports lookup and counts/hash preview only. An operator-explicit canonical HTTPS endpoint uses a dedicated certificate/hostname-verifying client, refuses redirects and never falls back to HTTP. A transport receipt binds the exact URL and current normalized records, with freshness/refresh-state checks before writer entry and final commit. The legacy read-only whitelist entrypoint applies the same gate before touching its destination.
Preview authorization includes each target's empty-output policy. One authenticated client is retained per verifier owner, bound to its loop, and released with the owner; loop replacement requires verifier recreation. Initial platform resolver setup remains synchronous and outside HTTP request deadlines.
Both files use complete sibling stages and per-file atomic replacement, with persistent pending/partial uncertainty across replacement owners. An unmapped Verified holder blocks the complete proposal, including pending revocations for others. Per-file replacement is not a two-file transaction or a power-loss guarantee; compatible game consumption and exact live configuration need separate review.
Local Windows PHP8.5.12 validation: 68 mapping-authority controls, 49 lifecycle/profile controls, 77 projection/publication controls, 27 refresh controls, effects-disabled variants and relevant existing contracts passed. Saved source-preimage controls fail at the corrected unsafe/inaccurate behavior.
CI additionally selects five bounded synthetic loopback TLS cases on the existing Ubuntu PHP matrix: valid trusted hostname, wrong hostname, untrusted chain, HTTPS redirect and HTTP downgrade. The test uses one supervised PHP child, temporary child-only synthetic trust, closed fixture DNS, one listener at a time and seven total connections; generated test PEM/key files are excluded from evidence upload. Current-head CI is terminal: 61 passing check contexts and 3 expected skips. All six hosted Linux suites (PHP8.3.36/8.4.27/8.5.12 on push and PR) passed all 30 synthetic TLS cases, with zero stderr and confirmed owned-child cleanup. Hosted lifecycle/refresh controls also passed on Windows PHP8.5.12; portable Windows8.5 jobs used8.5.11. Exact job logs and bounded TLS receipts are retained.
No authoritative live endpoint was selected or contacted, and no live profile, machine trust store, service credentials, access lists, Discord messages or game reload changed. Synthetic TLS proof does not establish a real endpoint's authority or availability.

Walkthrough
The pull request adds verified access-list projection and optional file synchronization. It introduces authenticated hosted verification authority, guarded publication of approved and whitelist files, runtime configuration and lifecycle integration, tests, workflow runs, and operating documentation.
Authenticated hosted HTTPS reads can provide receipts bound to the source and normalized records. Snapshots and the verifier check those receipts. Read-only whitelist updates require verified authority. Tests cover transport selection, receipt checks, and rejected updates.
Projection and guarded publication src/Civ13/AccessListProjection.php, src/Civ13/Server/AccessListWriter.php, tests/local/access-list-sync.php, tests/local/access-list-vectors.json
The projection validates verification and membership snapshots, then renders canonical approved and whitelist outputs. The writer stages both outputs and checks target identity and commit authorization before replacement. Tests and vectors cover proposal validation, publication outcomes, and reconciliation behavior.
Synchronization runtime and configuration src/Civ13/AccessFileSync.php, src/Civ13/Civ13.php, src/Civ13/PortableProfile.php, tests/local/access-file-sync.php
The coordinator checks configuration, verification authority, and membership-cache readiness before producing previews or submitting publication. Application lifecycle hooks and portable-profile settings connect the coordinator to runtime state. Tests cover lifecycle, authorization, and publication cases.
Validation, workflow, and operating contract .github/workflows/*, tests/local/verification-tls*, docs/verified-access-sync.md
Workflows add timed synchronization tests and a synthetic authenticated TLS test with evidence upload. Tests cover transport behavior, projection, publication, and synchronization lifecycle. Documentation describes configuration, output requirements, publication limits, and recovery behavior.

Merge Risk: Minimal · up to 435b5
The previously reported refresh issue is addressed, and no actionable issue remains from this review. The change is mergeable after normal checks.
Security architecture risk: Moderate · up to 435b5
Access-file publication is security-sensitive. Strict source authentication and freshness checks reduce the risk of unauthorized additions, but blocked or uncertain publication can preserve access that should be withdrawn. Live activation still requires confirmation of the authoritative endpoint, compatible game consumption, and reconciliation procedures.
Retained concerns
Medium · security · inferred: When publication is activated, withdrawals can remain unapplied across both access lists: one unmapped Verified holder blocks the entire proposal, and uncertain or partial publication requires explicit reconciliation. Previously published grants can therefore outlive their eligibility without a producer-enforced completion bound. This is a documented safety tradeoff, not a verified attacker-input bypass; later successful refreshes can recover ordinary transient failures but cannot clear persistent blockers.
Security review details
Security Blast Radius
inferred — For one configured synchronizer, compromised authoritative mappings or trusted guild-role administration can affect eligible identities across both access files for the bound server. Effective admission and job/customization privileges depend on the game consumer. This producer does not target admin or faction files.
Security Findings and Attack Paths
inferred — The supported security concern is retention of prior access during persistent publication holds, not a demonstrated authentication bypass. A previously eligible identity may remain in published files after losing eligibility while an unrelated mapping blocker or reconciliation hold prevents the replacement proposal. Evidence does not establish that an ordinary member can create those blockers or that a live consumer currently exposes this condition.
Trust Boundaries and Controls
observed — The network-to-identity boundary enables certificate-chain and hostname verification, disallows self-signed certificates, refuses redirects, bounds responses, and retries only the selected endpoint. The identity-to-file boundary requires current receipt-backed authority. The filesystem boundary assumes an operator-owned local directory and cooperative sole-writer operation; path checks are not a general sandbox against hostile directory control.
Resilience and Maintainability Implications
observed — Failed refreshes retain records but remove their availability for authority, and in-flight refreshes cannot authorize publication. Successful periodic refreshes can initiate later reconciliation attempts, whereas uncertain file effects deliberately stop automatic publication until explicit reconciliation. This separates recovery from unsafe blind retries.
Hardening Proposals
proposed — Before live activation, define an accepted revocation-delay policy, actionable alerts for persistent mapping or publication holds, and a reconciliation procedure that verifies both files and actual consumer state. Validate replacement and authoritative-empty handling against the deployed game reader rather than treating successful file publication as completed revocation.

Reuse the authenticated Browser, but do not use a WeakMap keyed by the loop.
Each authenticated refresh constructs a new React\Socket\Connector. DNS discovery remains enabled, so connector construction can synchronously perform system-DNS discovery before the HTTP request starts. The request timeout does not bound this setup.
Store the authenticated Browser in the owner that also owns the loop, or provide explicit cache cleanup with that owner’s lifecycle. A WeakMap<LoopInterface, Browser> does not provide the stated lifetime behavior because the cached Browser retains its loop. Reusing the Browser preserves the existing TLS policy and the request-specific with* settings in read().
