The current head adds only platform-appropriate inert fixture paths and Windows PHP 8.3/8.4/8.5 offline CI for cache, composition and verifier-completion tests. No production code, policy or runtime configuration changed. Windows PHP 8.5.12 locally passed 69 cache, 154 composition, 21 verifier-hook and 112 profile assertions with network/process functions disabled; existing vendor production versions and references match the lock. Exact-head hosted CI is running.
Scope
Application-only authoritative admin-file synchronization, default-disabled. No DiscordPHP/library changes, live profile changes, bot startup, game reload, merge or deployment. Source review and live admin-sync acceptance are separate; activation remains unapproved.
Cache-based behavior
Trust DiscordPHP's maintained member cache. Init accepts initialized cache; gateway member/role events coalesce projections without per-event Discord member/role fetches. Reconnect uses the existing member/role repository freshen() promises behind a readiness barrier. One received reconnect can wait for an outstanding refresh to drain; failures alone do not generate retries. No membership TTL, new HTTP client, polling service or second member store.
The portable composition reuses existing verified-record/cached-member lookup, permission precedence, pure renderer, coordinator and guarded existing-file writer. It uses the existing configured read-only verification feed with normalization, ambiguity, freshness and exact record/status pairing checks. The owner selected continued use of that HTTP feed; this makes no transport-authentication claim and introduces no signing or transport-hardening requirement.
Explicit optional profile settings bind the existing single server's admin_file without enabling the GameServer. Enabled-setting/role validation precedes credentials/client construction. Disabled profiles do not load the optional feature class. Runtime attachment failures fence/report only admin sync; owned listeners/timers are cleaned up on shutdown. Verifier read-only guards, whitelist/faction behavior and local-bot.php's separate replica boundary remain unchanged. Earlier generic pagination foundations remain unused by this cache path; superseded unpublished REST-client preparation was not included.
Verifier-completion wiring
Commit 35f1da6 closes the verification-only update gap using the already-existing verifier refresh:
Successful non-coalesced cache replacement notifies the application-owned optional composition, including unchanged identities whose success timestamp changes.
External completion invalidates pending stale writes and schedules a current-cache projection without another verifier fetch.
Coordinator-owned refresh already consumes its replacement, so notification does not create a redundant fetch/self-dirty cycle.
Optional notification or sanitized-warning logging exceptions do not reject an otherwise successful core refresh or suppress its ordinary status logging. Actual source failures retain their existing behavior.
Disabled/unattached, retired-verifier, reconnect and stop/reload fences remain enforced. No new poller, REST path, source configuration or role-deletion policy is introduced.
At the previously verified source head, all 10 executed workflows passed. Across push and pull-request runs: 54 successful checks, 3 skipped checks (Build Docs, draft CodeRabbit review, opt-in native EXE smoke).
Local profile contracts: actual PHP 8.3/8.4/8.5 logs each show verifier hook 21, composition 154, and cache-trigger 69 passing assertions. Includes no-refetch/call-count checks, notification failure isolation, delayed stale writes and real ReloadConfig/Civ13::stop fencing. Windows/Linux PHP 8.3/8.4 replica fixtures also pass projection, profile 112 assertions and temporary-file writer checks.
Portable startup contracts: Windows/Linux PHP 8.3/8.4/8.5 offline bootstrap fixtures with inert external dependencies and negative controls.
Independent local evidence: Linux workspace-local PHP 8.4.26 linted all six changed PHP files and passed 11 focused/related offline suites against the exact reviewed candidate. All 51 installed production package versions/references match unchanged Composer lock; no development packages, plugins, scripts or dependency upgrades. Test networking/process entry points were disabled. This is separate from hosted/Windows evidence.
Preserved historical failure: head 6ca25e5dd0901fbaeb1af423f45f5cfa5b058410 passed focused composition tests but failed portable bootstrap because disabled configuration still attempted to autoload the optional class. The subsequent strict enabled guard and autoload-trap fixture fixed that behavior without weakening/skipping the test.
Dirty-event continuation
Genuine dirty coordinator-budget exhaustion marks continuation_required and coalesces remaining work through the existing debounce after dispatch unwinds. Generic writer refusals, failed or integrity-uncertain writes do not automatically retry. The 69-assertion cache suite covers maxPasses=1 final removal/addition, nested dispatch, report reentrancy and no-failure-retry controls. Prior automated external review did not cover this complete current revision; green tests are not a new external review.
Remaining review and live-activation work
Review the current source revision before any merge. Live activation remains separately gated.
Confirm the actual Windows/D: profile, guild and six role mappings, existing destination, exclusive writer, verification-source configuration, Windows ACL/sharing behavior and file consumption. No production profile, sync or GameServer has been enabled.
Decide the activated-mode policy for deletion of an entire configured role. Current behavior rejects the projection and retains the prior file, reporting a generic blocked/projection outcome until the required-role configuration/cache is restored. No special role-deletion policy or role-specific operator diagnostic was added.
Confirm Nomads/TDM consumption and reload/delete/recreate behavior. One-target composition does not prove a shared physical file, two-target atomic synchronization or immediate game-runtime revocation. Identical authoritative contents could later target separate explicit existing files; the exact TDM D: destination remains separate configuration work.
The writer is not crash-atomic, and portable identity checks are not a race-proof no-follow boundary. Operator-controlled targets and game file lifecycle require deployment-specific acceptance. Reconnect result deadlines do not claim cancellation of library-owned HTTP requests.
Fixtures use no live tokens, identities or admin files. Actual local Windows profile/live Discord-to-file-to-game acceptance and opt-in native EXE smoke remain unrun.

Add inactive admin projection and reconciliation foundations
Add inactive authoritative admin-sync foundations
Oct 27, 2026
The pull request adds an offline-testable admin synchronization foundation: projection and snapshot validation, membership fetching, reconciliation, cache readiness, and guarded writes to an existing admin file. It also adds documentation and workflow test steps. The foundation is not wired into production.
Changes: Admin synchronization
Layer / File(s)
Summary
Projection and snapshot validation src/Civ13/AdminListRenderer.php, src/Civ13/AdminSyncSnapshotGate.php, tests/local/admin-sync-projection.php
The renderer validates and sorts projected admin-list entries. The snapshot gate checks verification freshness and membership or cache state before rendering.
The provider fetches paginated membership through injected callbacks. It validates lifecycle, roles, page progress, limits, and deadlines, and returns no partial snapshot on failure.
The coordinator manages bounded passes and checks that the generation and projected bytes remain current before writing. The writer locks and updates an existing file, with distinct outcomes for refusals, unchanged content, successful writes, and uncertain write failures.
Cache readiness and event handling src/Civ13/AdminCacheSyncTrigger.php, tests/local/admin-cache-sync.php, docs/admin-cache-sync.md, .github/workflows/local-profile.yml
The trigger tracks cache readiness across events, reconnect refreshes, configuration changes, and stop. It debounces coordinator requests and keeps readiness closed when refreshes fail or time out.
If this trigger is activated, a burst of member or role events can leave the admin file with an outdated list, for example a revoked admin keeping access. The trigger should request another projection when the coordinator reports pass-budget exhaustion. Nothing is wired into production yet, so the risk applies only once the trigger is activated.
Security architecture risk: Moderate · up to 37a00
The synchronization foundation is inactive, so this PR does not expose a new live admin-file writer. However, its bounded reconciliation can leave a revocation unapplied after repeated changes unless another event or an explicit retry occurs. The eventual file location and activation controls are also not yet established.
Retained concerns
Medium · security · inferred: If member or role changes exhaust the coordinator's pass limit, it returns a required retry but the cache trigger only reports the outcome. With no subsequent event or external retry owner, a revocation can remain absent from the projected admin file after work becomes idle. This concerns future activation; the trigger is not registered in production by this PR.
Security review details
Security Blast Radius
inferred — There is no new live admin-file sink at this head. If activated as designed, the relevant authority is the configured target guild's admin-file projection; broader filesystem exposure depends on the unprovided destination and its ownership.
Security Findings and Attack Paths
inferred — When reconciliation is active, sufficiently repeated qualifying member or role changes can exhaust its dirty-pass budget. The final result requests a retry, but the trigger does not schedule one; an earlier file projection could therefore retain an administrator whose access was subsequently revoked. No production caller is present to make this a demonstrated live attack path.
Trust Boundaries and Controls
observed — The renderer joins verified identities to current members and ordered admin roles, rejects unsafe selected identities, and delegates completeness and freshness checks to the snapshot gate. The eventual caller must still establish source authority and provide trustworthy cache state.
Resilience and Maintainability Implications
observed — Reconnect and stop close readiness; obsolete refresh completion cannot reopen it. Ordinary stale-write guards address safety, but neither those guards nor a reported retry requirement guarantees eventual projection after exhausted passes.
Hardening Proposals
proposed — Before activation, assign an explicit owner for retry_required outcomes after pass exhaustion, with bounded scheduling, stop and configuration fences, and a test that a quiescent revocation is eventually projected.
proposed — Before production wiring, establish the authorized verification and cache sources, an exclusive writer caller, and operator-controlled destination and parent-directory permissions; document recovery when a write has uncertain integrity.

Major · Functional Correctness · Quick win
Re-signal after pass-budget exhaustion. Otherwise the final cache change is never projected.
AdminSyncCoordinator handles pass-budget exhaustion this way:
It returns state: 'superseded' with retry_required: true.
Its docs say "The owner must arrange another request".
This trigger is that owner. Its docblock says that all coordinator requests must enter this adapter, and report is "observer, not a retry hook". This callback only publishes the outcome, so nothing makes the follow-up request.
Trigger sequence:
Member or role events keep arriving during all maxPasses passes.
The last event is a role removal for an admin.
The coordinator finishes as superseded, and pendingCount drops to 0.
No later event arrives.
Consequence: the admin file keeps the older projection. The revoked admin keeps game authority until an unrelated target-guild event arrives.
Fix: when this outcome arrives, call signal() after decrementing pendingCount. signal() checks isReady() and uses the bounded debounce, so this does not loop tightly. If readiness is closed by a reconnect or configuration change, the refresh-completion path already signals. Keep failed/integrity_uncertain outcomes excluded, so a possible partial write is not retried silently.
