Summary

• Move the standalone vibebot Maven project from sonar-java/its/vibebot to ruling_java/vibebot.
• Preserve the POM, scanner properties, and Java source byte-for-byte; no dependency versions change.
• Companion sonar-java draft: RC-442 Align ruling project keys and remove vibebot sonar-java#6297. It updates the ruling sources submodule and uses the standard test_project helper.

Validation

• mvn -B -f its/sources/vibebot/pom.xml -DskipTests package succeeds from the sonar-java workspace.
• Verified every moved file matches the original exactly.
• Deep analysis reports no issues in the relocated project files.
