feat(bsp): add Kconfig and .config for efm32 to support menuconfig

摘要 Summary

为 bsp/efm32 补充缺失的 Kconfig 与 .config 文件，使该 BSP 支持 menuconfig 配置（参考 #7530 中其他已完成 BSP 的做法，如 sam7x、lm3s8962）。

• 新增 bsp/efm32/Kconfig：标准 RT-Thread Kconfig 入口，引用 RTT_DIR/Kconfig 与 PKGS_DIR/Kconfig。
• 新增 bsp/efm32/.config：由 rtconfig.h 反推生成的完整配置，核心启用项与现有 rtconfig.h 一致（CONSOLE/DFS/DFS_DEVFS/DFS_ELMFAT/EVENT/FINSH/HEAP/HOOK/MAILBOX/MEMPOOL/MESSAGEQUEUE/MUTEX/RTC/SEMAPHORE/SMALL_MEM/TIMER_SOFT 等均置 y；RT_USING_LWIP 在 rtconfig.h 中处于注释状态，故 .config 中保持未启用）。

验证 Verification

• 用 kconfiglib 加载 bsp/efm32/Kconfig 生成 .config，并与 rtconfig.h 逐项核对，启用项一致。
• kconfiglib.load_config('.config') 通过，无解析错误。

检查清单 Check List

• .config 与现有 rtconfig.h 核心配置一致
• Kconfig 语法正确，可被 kconfiglib/menuconfig 解析
• 未修改无关文件

  Enter PR branch fix-bsp-efm32-kconfig in the branch field
• 设置需排除的文件/目录（目录请以"/"结尾）
  Set files/directories to exclude (directories should end with "/")

3. 等待工作流完成 | Wait for the workflow to complete
   格式化后的代码将作为独立提交推送至你的分支。
   The formatting changes will be pushed to your branch as a separate commit.

完成后，提交将自动更新至 fix-bsp-efm32-kconfig 分支，关联的 Pull Request 也会同步更新。
Once completed, commits will be pushed to the fix-bsp-efm32-kconfig branch automatically, and the related Pull Request will be updated.
