Use each network device's ifindex when invoking the callback.

Add a forward declaration for struct msg_buf.

为什么提交这份PR (why to submit this PR)

定义 SAL_USING_AF_NETLINK 后，netdev_getnetdev() 存在以下编译问题：

  • 函数体将回调函数参数中的形参 nd 当作当前作用域的变量使用，编译时报错 nd 未声明。
  • netdev.h 未前置声明 struct msg_buf，导致 netdev_getnetdev() 的声明与定义类型冲突。

你的解决方案是什么 (what is your solution)

使用函数内局部变量获取 ifindex，并为 struct msg_buf 增加前置声明。

请提供验证的bsp和config (provide the config and bsp)

RTT 主仓未见 route_netlink.h，也未发现 netdev_getnetdev() 的调用点。

通过打桩 + 启用 SAL_USING_AF_NETLINK 进行语法编译，修改后的代码编译通过
