Resolve GHSA-cg8m-r9f2-5wm2 by updating the transitive development dependency Black to 26.10.1, including the original Dependabot commit from #75, and prepare vgi-rpc 0.52.2.
Restore documentation builds after the pymdown-extensions 12.3 update. The previously locked mkdocstrings 1.0.6 calls Highlight without the required Markdown instance; mkdocstrings 1.0.8 supports the updated API. Raise its documentation dependency floor and update the lockfile.
Run the strict documentation build on relevant pull requests, including lockfile and workflow changes. Deploy only for pushes and manual runs, with separate PR concurrency groups.
Validation: the full exported Python dependency audit checked 140 packages with no known vulnerabilities; strict documentation builds, source/wheel builds, and git diff --check pass locally. CI runs lint, security analysis, docs, and the full Linux/macOS/Windows test matrix before merging. Merge with a merge commit to preserve #75 ancestry.
