Merge the pending Dependabot updates and prepare vgi-rpc 0.52.1. This includes PyArrow 26, certifi 2026.10.19, updated Python dependencies and type stubs, and setup-uv 10.3.2.
The newer ty checker rejects Iterator/AsyncIterator annotations on generator context managers. Use Generator/AsyncGenerator for the 26 affected functions, preserving their runtime behavior. Narrow OpenTelemetry span statistics to integers in existing tests so the new AnyValue attribute types are checked without coercion.
Includes the original commits from #66, #68, #69, #71, and #72; merge with a merge commit to preserve their ancestry.
Validation: Ruff formatting and lint, ty, mypy across library and all 125 test files, docstring lint, package builds, and all 23 call-statistics checks pass locally. The PR runs the full test suite on Linux, macOS, and Windows before release.
