fix(deploy): install cmake/libclang-dev for host HiGHS builds; gwt.sh --cd - #833

highs-sys (via asap_planner) needs cmake at build time; the Dockerfiles already install it but the host setup script did not, so deploy_from_scratch failed. Also add -y so apt doesn't block on a prompt. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
