Keep patch files free of line ending conversion - #296

Git for Windows on the hosted runners checks text files out with CRLF endings, so vanagon's patch --binary cannot match the openssl legacy algos patch against apps/openssl.cnf and the openbolt-runtime windows-msys2-x64 build fails with "different line endings". Mark every patch file -text so git never converts it. rbconfig_win.patch is stored with CRLF endings, which eol=lf would strip. Signed-off-by: nmburgan <13688219+nmburgan@users.noreply.github.com>
