CORE-6101: pr-open-check 2.1.0 — match the pushed branch with head-ref - #132

Conversation
on_push_ci resolve-ci-context skips a branch push when pr-open-check
reports an open PR, deferring to that PR's pull_request run. 2.0.0
returns the first open PR associated with the commit regardless of its
head branch, so a push to branch B at the same commit as branch A's
open PR is skipped even though no PR will ever run CI for B
(CodeRabbit finding on reveng-pricing-service#284).
Add an optional head-ref input. When set, only an open PR whose
head.ref equals head-ref and whose head.repo.full_name equals
GITHUB_REPOSITORY matches, so a fork PR with the same branch name is
ignored. The /commits/{sha}/pulls response already carries both fields,
so no extra API call is needed. When head-ref is unset the 2.0.0
behavior is unchanged, which keeps this a minor release.
Also stop failing the step when the API response is not a JSON array
(rate limit or error JSON, HTML, empty body). Callers survived this only
because resolve-ci-context sets continue-on-error. The step now warns
and reports pr_exists=false, like the missing curl/jq guards.
Unit tests run the action script with a stubbed curl against fixture
responses. The README dependency section is corrected from gh to curl.

- Line 73: Update the PR lookup in the action so it follows API pagination and
applies the existing open-state and head-ref/repository filters across all
results, stopping when it finds a match or exhausts the pages. Add a fixture
covering a matching PR on a later page.

The commits/{sha}/pulls endpoint returns 30 results by default, so a
commit shared by more than 30 PRs could hide the PR opened from
head-ref and report pr_exists=false. One page of 100 covers realistic
cases; following pagination is not worth the extra API calls. The
README documents the 100-PR limit.

PR Summary

Description of Changes
Releases
actions/pr-open-check/2.1.0.Why: every CORE-6101 repo's
on_push_ci.ymlresolve-ci-contextjob skips a branch push run whenpr-open-checkreports an open PR, deferring to that PR'spull_requestrun. 2.0.0 returns the first openPR associated with the commit, regardless of its head branch. So if branch B (no PR) is pushed at the same
commit as branch A's open PR, B's push CI is skipped even though no PR will ever run CI for B. Raised by
CodeRabbit on OpenSesame/reveng-pricing-service#284
(thread) and
accepted there as an edge case to fix here.
What changed:
head-refinput (e.g.${{ github.ref_name }}). When set, a PR matches only if it isopen,
head.ref == head-ref, andhead.repo.full_name == $GITHUB_REPOSITORY. Fork PRs with the samebranch name never match, including PRs from deleted forks (
head.repo: null). When unset, the 2.0.0behavior is unchanged: first open PR for the commit. The
/commits/{sha}/pullsresponse alreadyincludes
head.refandhead.repo.full_name(verified against a live response for CORE-6101: Release tf_validate_plan_env_roots 0.2.1 #130), so there isno extra API call.
empty body) used to fail the
jqcall underset -Eeuo pipefail. Callers only survived becauseresolve-ci-contextsetscontinue-on-error: true. The step now emits a::warning::, setspr_exists=falsewith emptypr_number/pr_url, and exits 0, matching the missing-curl and missing-jqguards.
action.unit.test.jsruns the action's real run script with a stubcurlonPATHthatreturns fixture JSON, following the
create-aws-role-session-namepattern. The selection logic did notneed to be factored out. Covered: matching head ref, a commit shared with another branch's PR, a fork
PR and a deleted-fork PR with the same branch name, a closed matching PR, no
head-ref, no open PRs,and non-array responses (error JSON, HTML, empty body). Against the 2.0.0 script, 7 of the 11 tests
fail and the 4 backward-compatible ones pass.
## 2.1.0entry. README covers the new input, its matching rules, ahead-ref: ${{ github.ref_name }}example, and a usage pin bumped to 2.1.0. The README Dependenciessection also now says
