Add various recently added functions to headers and gensymbol

I checked de5d491 against #6113 and found two remaining generator problems:

• In exports/gensymbol.pl, line 116 has cblas_sgemm_batchm cblas_sgemm_batch_strided; the m should be a comma. The current script exits 255 with empty output and Can't locate object method "cblas_sgemm_batchm" via package "cblas_sgemm_batch_strided". This affects invocations of the Perl generator, including the CMake paths that use it for symbol renaming. With that one-character fix and BF16 enabled, all 19 checked symbols from Missing batch/BF16 entries in export generators and public headers #6113 appear in win2k, objcopy and osx output.
• The shell exports/gensymbol still omits cblas_sbgemmt and cblas_sbgemmtr in those three modes; the other checked symbols are present.

A C test including cblas.h and taking addresses of cblas_bscal, cblas_sbgemmt, cblas_sbgemmtr, cblas_sgemm_batch_strided and cblas_sbgemm_batch_strided compiles and links against a BUILD_BFLOAT16=1 build (x86-64, GCC 15.2). With #6116 locally merged and the OPENBLAS_EXPORT strip applied, the installed f77blas.h, including the added declarations, passes an include-only compile test too.
