catalogue: add com.mroneleg.kdeconnect and com.mroneleg.claudeusage

Adds two native OpenAction plugins to the catalogue, both written in Rust with the openaction crate:

• KDE Connect (com.mroneleg.kdeconnect): https://github.com/mroneleg/kde-connect-opendeck
  Media (album art, now playing, transport, volume, seek), battery, notifications, signal, incoming calls, find-my-device, clipboard, share, ping and SMS templates for KDE Connect phones and tablets, plus run command, lock and volume control for paired computers. Linux only (x86_64, aarch64), since KDE Connect's D-Bus API is Linux-only.
• Claude Usage (com.mroneleg.claudeusage): https://github.com/mroneleg/claude-opendeck
  Claude plan usage with pace and threshold alerts, a usage breakdown and extra usage, plus Claude Code session status: a "needs you" key driven by Claude Code hooks, active sessions and today's activity, and a launch key. Windows, macOS and Linux.
