Updated broken anchor link for Download a blank Word letter template and added redirect from old /using-nhs-notify/upload-a-letter URL
Context
Link to Download a blank Word letter template was returning a 404 error, because the URL anchor link included the slug for the old archived URL /upload-a-letter.
