bullseye-security packages now 404 on deb.debian.org, so apt install fails before LTFS builds.

Debian 11 (bullseye) has reached end of life, and its packages have moved to archive.debian.org. Because
deb.debian.org/debian-securitynow returns 404 for bullseye, apt installfails before any LTFS code builds. This currently turns the "Build on Debian11" check red on every LTFS PR, for example LinearTapeFileSystem/ltfs#662.This change points apt at archive.debian.org and disables the Valid-Until check, which archived suites need. The job keeps testing Debian 11.
Tested locally in Podman: with the original image, I reproduced the 404s. With this image, apt succeeds and LTFS builds and installs from the PR #662 branch (exit 0).
